Check the license
Get the license number from the quote and match it to the state's own record. California roofers need a C-39 license from the CSLB. Washington roofers register with L&I, whose record also shows bond lawsuits. Illinois licenses roofers through IDFPR.
The FTC says to consider only contractors who are licensed and insured, and to ask for proof of insurance.
On August 15, 2025, Public Act 104-0427 kept the Illinois roofing license law in force until January 1, 2031. Roofers there still need a state roofing license.Get the quote in writing

What the contract must say
The contract lists the scope of work, the cost of labor and materials, and your right to cancel. If you sign at home, the FTC says you can cancel within three business days.
Since January 1, 2026, a California roofing contract must list the roofer's email address. You can also cancel it by email. Colorado goes further. Section 6-22-103 requires a cancel clause in home roofing contracts. You can cancel and get “a full refund of any deposit within seventy-two hours after entering the contract”.Storm chasers and scams
After a storm, the FTC warns about crews who say no license is needed. Others offer a discount only if you sign right away, or ask for your insurance check.
